The rapid development of maritime drones is creating a new security challenge for governments, shipping companies and coastal communities around the world, with Africa potentially among the regions most exposed to the emerging threat.
A recent attack involving the Russian-flagged LNG tanker MV Arctic Metagaz in the Mediterranean has renewed international attention on the growing role of unmanned systems in modern warfare. The vessel was reportedly struck by a combination of maritime and aerial drones near Malta on March 3, 2026, before catching fire and being evacuated by its crew.
Russian authorities accused Ukraine of carrying out the attack using drones launched from the Libyan coast. Those allegations have significant geopolitical implications, but the incident also demonstrates a broader transformation in maritime security: relatively inexpensive unmanned systems can potentially cause damage and disruption far greater than their acquisition cost.
The Changing Economics of Maritime Warfare
One of the defining characteristics of drone warfare is the disparity between the cost of an attacking system and the economic consequences of an attack.
Modern maritime drones can be considerably less expensive than traditional military weapons such as torpedoes, while an attack on a commercial vessel can potentially disrupt energy supplies, trade routes, insurance markets and port operations.
That economic imbalance is particularly concerning for maritime security authorities because shipping infrastructure is fundamental to the global economy.
The possibility that relatively inexpensive unmanned platforms could threaten vessels worth tens or hundreds of millions of dollars represents a major challenge for conventional maritime defenses.
For Africa, the issue deserves particular attention. The continent has some of the world’s most strategically important maritime corridors, including the Gulf of Guinea, the Red Sea, the Mediterranean approaches and shipping routes surrounding the southern African coastline.
From State Warfare to Non-State Threats
Drone technology was once largely associated with sophisticated military programs. That barrier has steadily declined as commercial unmanned technologies have become more widely available.
Non-state armed organizations have already demonstrated their ability to use aerial drones for surveillance, reconnaissance and attacks. Groups operating in the Middle East, Latin America and the Sahel have increasingly incorporated unmanned systems into their activities.
Maritime drones, however, have historically been less common.
That situation is beginning to change.
The Houthi movement in Yemen has demonstrated the use of unmanned surface vessels in operations affecting shipping in the Red Sea. Their activities have shown that maritime unmanned systems are no longer exclusively the domain of conventional militaries.
The concern among security analysts is that technological diffusion could eventually allow other non-state organizations to acquire similar capabilities.
Why Africa Should Pay Attention
Africa’s maritime environment presents a particularly complicated security landscape.
The Gulf of Guinea has spent years dealing with piracy, maritime crime, illegal fishing, oil theft and other forms of criminal activity. Although piracy levels have changed significantly in recent years, the region remains strategically important because of its energy infrastructure and commercial shipping.
West African states also oversee enormous maritime areas relative to their available surveillance and enforcement resources.
The Red Sea presents another major challenge. Attacks on commercial vessels in the region have demonstrated how quickly instability can affect international shipping, insurance costs and global supply chains.
Meanwhile, North African countries sit along one of the world’s most heavily trafficked maritime corridors connecting Europe, Africa and Asia.
The proliferation of unmanned maritime systems therefore introduces a new layer to existing maritime-security problems.
A New Challenge for Ports and Energy Infrastructure
The potential threat extends beyond commercial ships.
Ports, offshore energy facilities, naval installations, pipelines and other maritime infrastructure could become targets in future conflicts or terrorist campaigns.
This does not mean that terrorist organizations currently possess the ability to replicate sophisticated state-level maritime operations. Significant challenges remain, including reliable navigation, communications, intelligence, logistics and the ability to operate effectively in difficult maritime environments.
Nevertheless, security experts are increasingly focused on the possibility that these technological barriers will gradually decline.
The Importance of Early Prevention
The emergence of maritime drone threats highlights the need for African governments to strengthen maritime-domain awareness before the technology becomes more widespread.
That means improving coastal surveillance, information sharing, port security and cooperation between civilian shipping authorities and national security agencies.
Regional organizations could also play an important role by encouraging countries to share information about emerging unmanned maritime threats and establish common standards for detecting suspicious activity.
The private sector will have an equally important role. Commercial shipping companies, ports, insurers and offshore energy operators will need to incorporate unmanned systems into their security assessments.
The Question Is No Longer Whether
The central question surrounding maritime drones is increasingly becoming one of timing rather than possibility.
Unmanned systems are developing rapidly, while the technologies behind them are spreading across borders and industries. The same technological progress that provides militaries with new capabilities can eventually create opportunities for criminal and terrorist organizations.
Africa’s extensive coastline and dependence on maritime trade make the issue particularly important.
The continent has an opportunity to address the emerging threat before maritime drones become a routine feature of terrorist and criminal activity.
The future of maritime security may therefore depend not only on larger naval fleets and conventional weapons, but also on the ability to detect, understand and respond to increasingly autonomous systems operating across Africa’s seas.
As drone technology continues to evolve, governments across the continent will face a strategic choice: wait until maritime drone attacks become commonplace, or begin preparing for the possibility now.
