Robert Kabera, a 50-year-old former Rwandan Defence Force soldier and vocal critic of President Paul Kagame’s government, has been found dead in Uganda with his head severed from his body.

Ugandan police say Kabera’s body was discovered in Luwala village in Mpigi District, near Kampala, on 17 October. His relatives identified the body, while police said his head had not been recovered. Investigators have opened a murder inquiry, but no motive or perpetrator has been publicly established. (The Observer Media Ltd)

Kabera fled Rwanda for Uganda in 2020, saying he feared for his safety. He subsequently became an outspoken online critic of the Rwandan government and developed a significant following through his YouTube channel, Major Robert TV. (Monitor)

The circumstances have generated renewed scrutiny of the security of Rwandan political dissidents and refugees living outside Rwanda. However, there is currently no publicly established evidence proving that the Rwandan government ordered or carried out Kabera’s killing.

INCIDENT

Ugandan police reported that a man’s body had been discovered in Luwala village, Kamengo Sub-county, Mpigi District.

Police spokesperson Kituuma Rusoke said the victim was approximately 50 years old and had been decapitated. Relatives subsequently identified the deceased as Robert Kabera. Investigators believe the killing occurred late on 16 October or during the early hours of 17 October. (Channels Television)

Local reporting indicates that Kabera had travelled from Kampala to the area where he was constructing a house. He was reportedly last seen at a local establishment on the night before his body was discovered. (The Observer Media Ltd)

Ugandan authorities have not publicly identified a suspect.

SUBJECT PROFILE

Kabera was formerly associated with the Rwanda Defence Force and served as an instructor and musician with the RDF Army Jazz Band.

He left Rwanda in November 2020 and settled in Uganda after expressing concerns about his safety. He later became increasingly critical of President Kagame and the Rwandan government through social media and online broadcasts.

His YouTube channel, Major Robert TV, reportedly had approximately 144,000 subscribers. (Channels Television)

Kabera had previously reported security concerns to Ugandan authorities. Human Rights Watch also documented his claims of political persecution and reported that Ugandan authorities had said he received additional protection after being granted asylum. (Monitor)

ATTRIBUTION ASSESSMENT

Allegation

Some reporting and commentary have raised the possibility that Kabera’s killing could be connected to his opposition to the Rwandan government.

Rwandan authorities have previously faced accusations concerning attacks or killings of dissidents abroad. Several previous cases involving Rwandan opposition figures in exile have contributed to longstanding concerns among human-rights organizations and Rwandan diaspora communities. (Monitor)

Intelligence Position

No public evidence currently establishes that Rwanda ordered Kabera’s killing.

Ugandan investigators have not announced a motive, suspect, or connection to Rwandan state actors. The possibility of a politically motivated assassination therefore remains an investigative hypothesis rather than an established fact.

REGIONAL SECURITY SIGNIFICANCE

The incident has potential implications beyond the immediate murder investigation.

Rwanda and Uganda have a history of political and security tensions, including disputes involving alleged intelligence operations and the treatment of Rwandan dissidents living in Uganda. The two countries reopened their border in 2022 following several years of strained relations. (Monitor)

The killing could therefore become significant if investigators establish evidence connecting the victim’s political activities, his previous military service, or foreign actors to the murder.

For now, the principal intelligence question remains:

Was Kabera targeted because of his political activity, or was his killing unrelated to his opposition to the Rwandan government?

That question remains unresolved.

INTELLIGENCE ASSESSMENT

LOW CONFIDENCE

The physical killing and identity of the victim are supported by multiple reports. However, attribution remains unresolved.

The available evidence supports treating this as a highly sensitive political-security incident involving a Rwandan dissident in exile, rather than as a confirmed state assassination.

Further police findings, forensic evidence, surveillance information, arrests, or official statements could substantially alter the assessment.
